CyberTipline® Success Stories October 2012  Report Sexual Exploitation of Children to theCyberTipline.  More Success Stories  About the Issue Oklahoma Man Charged with Possessing Child Pornograhy In May 2012, the CyberTipline received a report from a registered Electronic Service Provider (ESP), regarding a user who may have been emailing several graphic child sexual-abuse images. As required by federal law, the ESP provided incident information, including the suspect’s email and Internet Protocol (IP) address, and the images. An initial analysis of the IP address indicated a possible nexus to the state of Oklahoma. An Exploited Children Division (ECD) analyst then conducted a series of Internet searches on the suspect’s email address and found an online profile containing pivotal clues. The profile listed a first and last name, along with a location in Oklahoma. The analyst also documented a picture of a man she believed to the suspect holding an infant, titled “my pseudo grandson.” The analyst then located a posting on a social networking site in which the suspect was requesting to trade “pics or videos of real dads and sons together.” The profile linked to the post contained an age and more references to Oklahoma. An additional profile revealed a possible date of birth. Lastly, through a post on a funeral website, the ECD analyst was not only able to corroborate the location of the town, but also uncovered a possible home address and phone number. The analyst ran the information she gathered through a public records database and found one match: an individual with a criminal history that included an arrest for soliciting a lewd act. Based on the location and apparent access to children, the analyst quickly forwarded the CyberTipline report to the Oklahoma Internet Crimes Against Children (ICAC) Task Force, an OJJDP-funded program out of the Oklahoma State Bureau of Investigation (OSBI). The OSBI and a local police department quickly initiated an investigation, and on Aug. 9, 2012, representatives from the OSBI, the local police department and the Oklahoma Attorney General’s Office served a search warrant at the suspect’s residence. Multiple computers, phones, cameras, CDs and DVDs were seized to undergo forensic examination. During an initial review, child pornography was found on a computer, a phone and two CDs. The 43-year-old man was immediately arrested and charged with four counts of possession of child pornography, each count carrying up to a 25-year jail sentence, and one count of violation of the Oklahoma Computer Crimes Act. Investigators said additional charges may be added following the results of the forensic examination of the suspect’s multiple media devices.
